Hasbro really wants a good movies this time around, I would suggest taking examples from the previous movies and what made them unsuccessful to make these movies successful.

I always have hated how the Marvel Universe and Star Wars never made like a origin movie for any "evil" characters
This could be fixed easily by Transformers
The Decepticons aren't evil in my opinion, take for instance Starscream, he isn't evil he just wants to become the ruler of something he was taken away from, so he is selfish not evil.
Lets take a look of Overlord from IDW he is a pretty much the police officer for the Decepticons hunting down any traitors, if a country does this doesn't mean they are evil.

I would love to see origin movies for characters like Soundwave, Megatron, hmm maybe a new Blitzwing?

Bayverse lasted 10 years and is pretty much done. All I'd expect are ambiguous nods to it in future movies but not a continuation.

For Bumblebee, Hasbro took more creative control and just as importantly IIRC, funded some of it to a larger extent compared to the previous 5 movies.

By the time this next movie is set to be released, it will have been 15 years since the 1st Bay movie premiered and Bumblebee was already a shift into a different direction. I think they'll follow the Bumblebee route instead of trying to pick up where TLK left off.

I think you're confusing Overlord for the DJD, a bunch of fanatics who tortured and killed people in horrific ways for the most minor of "transgressions" against the Decepticon cause, any country that had a police force that regularly brutalised its citizens for whatever reason they felt like with no oversight would be rightly regarded as evil...
As for Overlord, alongside the other Phase Sixers he was groomed and upgraded to be a living apocalypse to serve the Decepticons in stripping worlds of their resources, that's pretty evil behaviour if you ask me.
