    In the scene when Dylan tells Sam that he had his eye on Sam for years, cause Sam was the spy that Dylan wasn't able to provide someone close to the Autobots. With that statement said, does that mean that Dylan was around during TF 1 ROTF? if so why didn't we hear or notice him? Was he hiding or something? Since Soundwave and Lazerbeak was his dad's and Dylan's clients where were they all this time, they could gave the Decepticons a hand.

    I'd say not until after the events of TF1 & between the beginning of ROTF, there was no reason for him to be on Dylans radar prior to that because the Cons, hadn't made the Witwicky/project Iceman connection yet. If you take in account the comics, Soundwave didn't come to earth till after the events of Rotf, but that screws it up the continuity again, which again makes the movie transformer comics fun reads, but nothing more than a bunch of "what-if" scenarios.

    He exagerated his claims to make him seem more of a foe to Sam when he was actually just a scared coward working for the Decepticons.

    Because there wasn't suppose to be a sequel to the 2007 movie.

    Because the character wasn't written yet? Seems like a no-brainer to me.

    Just another case of the movies implying something happened in the past that wasn't even considered when the previous movies were written, even though it sort of complicates the events of the previous films.

    This. They could have simply recruited human agents in the interim between ROTF and DOTM, instead of the whole backstory with Gould Sr and Soundwave which added nothing except to show that like Sam Gould had a family history with Transformers.

    Or Simmons could have simply tied the idea of Decepticon conspirators into his rant about the Transformers having a long history on earth in ROTF. Something like "Some of them get humans to do their dirty work *Picture of kennedy assassination*, and man, those can be the hardest to find..." But again, that requires knowing where you're going to go with the story in advance.
