He was always ment to be Brawl it was a dubbing error calling him Devastator as it was a code name during production.
They were also considering using the small stereo as Soundwave, but changed their minds again and he became Frenzy.
devastator is a better name for a devastating M-1 tank anyways... lol just my opinion. brawl is just too simple... so i'll call him devastator!
Starscream, Pime, Megatron, Bumblebee and Ratchet went through several extensive redesigns through the whole process.
or make a seperate class alltogether for him, or better yet-have one like the Ultimate Bumblebee, but for tidalwave-just give him wheels or something. all i know is that if they make that character in the movie and then as a toy, they better do it right-no incidents like with Starscream and Megatron, whose alt modes were barely recognizable (to me anyways) and they scrapped Tidal Wave (aircraft carrier dude) because it would have been WAY to expensive to put him in the first film-darn budgets! but i guarantee that this wont be the last of the info on this Transformer

Arcee Wreckage Incinerator Thundercracker (I could be wrong) Tidal Wave Soundwave For designs, there was a previous design of Prime's head, Megatron's head, and Blackout's head that were all replaced. For one, I'm actually happy they've replaced the head designs for Prime and Megatron. Prime's previous head design was terrible.
now here's a question... what if, instead of making 1 giant air craft carrier transformer... they make it 3, leader class, different toys, like reflector/sw falcon? just larger?
