Out of your two theories, I'm leaning more towards this one.
It's quite evident that most of those responsible for the movies didn't care about the robot characters, and probably couldn't even remember their names.
They probably assumed that Barricade was Soundwave when they were recording the ADR because Soundwave was talking in the same scene just before.
God I hate how minor the robot characters are in these movies.
Honestly, here's my thought: In most of the tie in media, Soundwave is the lead force in this execution scene. The original script most likely had him executing Que. Later in production they must have made the decision to bring back Barricade (since he wasn't in any of the novels or comics) and wanted to give him something to do at least. Welker's dialogue was probably already recorded and they just gave what would have been Soundwave's job to Barricade. Small error which doesn't bother me. Oh well.

All three movies were disappointments for me, I never paid to see TF3, and I wont pay to see TF 4.
