I think it's a battlemask and that starscream probably possesses one but doesn't wear it so we can recognize him as the actual starscream

He definitely does. There's a big open hole in his face where a mouth should be. It's not a typical mouth like Cliffjumper or Shatter, but it's clearly there.

Yeah that's the problem with overcomplicated designs, even when I stare right at it, I have no idea what I'm looking at.

This is one of the head designs that I like more than others though.
