If the story is true, can you really blame that Galactic Federation? Look at how things are in the world right now. I doubt that the last thing they and other alien communities would want to put up with, is how things on Earth currently are right now. Who knows, they probably could've seen what's going on right now and decided "yeeeeeaaah, we're good. You do you, I guess."

Maybe it's just me, but I would expect an alien race to be saddled with all our same flaws and limitations - as well as our strengths. I imagine they'd look at the world and say, "Ooof, totally relatable." I don't know if that means I'm optimistic about humanity or pessimistic about the universe, but there it is.
The same flaws and limitations would inevitably mean our death sentence. If they're just like us they'd just say "easy lick, let's grab their shit." It's what we would do given the chance. I forget who it was but someone who pondered it wrote a very convincing article about how any extraterrestrial encounter would without a doubt lead to our subjugation and/or extermination. It wouldn't go any other way as resources are finite.
Maybe if they're just like some of us, but not if they're just like others of us. Which is interesting because if they're just like us, it means they're also not a monolith and interaction with them would be much more complex than that.
Well, monolithic thinking, as you saw in 2020, and as you and I discussed before, is still very much a real aspect of human psychology.
On the one hand, I call bullshit on the dude saying he personally knows about a "Galactic Federation." Otoh, I agree that we're too awful a species to go out and meet other new alien civilizations.

Some humans engage in monolithic thinking, but not all humans do. Ergo, humanity itself is not a monolith. Aliens would probably be the same way, with different cultures and different moral systems even among the same species from the same world. Sci-fi fiction tends to depict alien cultures and worlds as these singular entities - all Klingons behave like this, all Wookies celebrate Life Day - but I don't think it'd be that way at all.
A shared need though is what gets people to abandon differences in favor of a larger, mutually beneficial goal. History has shown that many times over. Not all citizens of Germany were evil people during WW2, but most went along with the 3rd Reich firstly because it benefited them, and secondly because they felt their lives were on the line if they didn't. Yes, a few brave stood against it and wouldn't compromise, but those weren't your average persons. Most people are quite content with evil as long as they're receiving a benefit from it, as history has shown time after time. I think you can make the connection back to what we're talking about. I don't really believe that we ever will "make contact" with another race, so all of this is just purely hypothetical anyway.
If you expand the example from "Germans" to "humanity," more than a few stood against it. I think what history more reliably shows is that humans have never acted as a monolith and probably never will. We definitely all tend to suffer from tribalism, which makes pockets of us behave very similarly to each other (your Germany example at work), but those pockets can only get so large before the effect breaks down, so the species as a whole can't be a single thing. I would imagine aliens off a sufficiently large population to work the same way. Agreed, but hopefully it's a fun hypothetical. I don't mean to come off as antagonistic.
