Their Cybertronian supremascists they don't care about earth language. But seriously it's dumb. They make the Decepticons really boring and one sided without any real dialogue. Hell charecters like Barricade get like 2 lines, Starscream had the same in the first movie and don't get me started on Shockwave.

2, 3... makes no difference, man. There actually is a reason why Decepticons should learn and speak English. They can scare the hell out of Earth's populace by doing so. Which would freak you out more - unintelligible growling, or actual threats of death?
There's a comedic irony here talking about Decepticons not learning English in a thread where almost every single post is so grammatically challenged. But anyway... The only ones that needed to know English (or any Human language) did know it. It wasn't necessary for all the generic drones whose job was just to blow things up. But as others have already said, it's a crying shame that the Cons had virtually no characterization or personality and were only portrayed mindless troops. But that's been a problem since the first movie, so no use going off about it again.
They should've given more subtitles for when the Drones were making all their "who the hell knows what that is" noises.
Something I don't understand is during the "Mexican Standoff," one of the Dreads says something to the other, presumably in Cybertronian. Have Ironhide and Sideswipe forgotten their own language? Because they sure don't seem to know what's said. The spiky grenade sure surprises Ironhide...
Different dialect, maybe. To use a real-life example, China has many dialects (Hokkien, Cantonese, Teochew, Hakka, et cetera) that are not quite mutually intelligible.

While you are discussing about they didn't learn English, I have my own question: Why did they (autobots and decepticons) often use English to comunicate each others? I think if English were our native language, there is no point of using another language to comunicate between us, even if we were on a non-English speaking country and we were mastering it's language, we'll use it only to comunicate with the citizens there, not to comunicate between us.
I think the basic concept boils down to a faction split. In terms of designs, the Decepticons are generally made to look more alien and monstrous. This reflects in their unintelligable growling. They don't have humanoid designs, they don't sound like humans when they talk. Contrast the Autobots, generally more human styled faces and proportions, speak English, and generally fit in with the populace.
That's why I loved Laserbeak in DOTM. Even as a bird, he had great characterization and personality and just oozed menace whenever he interacted with a human in English. And he got some nifty lines like, "Jerry, you were always my favorite!" and "My superiors want me to.... suicide you!" His threats came across loud and clear whereas something literally gets lost in translation with Cybertronian. I had wished they made Barricade's character more intelligent and cunning; I mean he was one half of an longtime information gathering team on Earth with Frenzy (guess Frenzy was the brains of the outfit). Barry being a dumb brute who could only growl and pound things angrily didn't really work for me. Was neat seeing him boss around those protoforms in DOTM though.
