    I'm guessing that people fear the law. Some may feel that if they intervene the police officer may start looking at their life too closely and find something, anything worth making a fuss about and they don't want that.

    Although, yes this Officer's behaviour was appalling, and she will be punished, I was once told that Police officers are meant to take NOTHING at face value, even a disabled human being.

    Yeah I was a police officer for 6 years here in the UK and in fairness I still wouldnt have dumped a guy out of his wheelchair if he had told me he was disabled, the idiot that did it deserves everything she gets for dragging the name of the good officers through the dirt once again
