    Maybe one of Soundwave's minions. Although it might also be Megatron's head remote controlling the toy, as the information we have on him is that he is able to remotely control machinery.

    Hmm I'll stick that its soundwave and as mentioned by Sol Fury Megatron is like a remote so he could create soundwave but its a toy and soundwave is a vanbut later on he could turn into a van?
