Ratchet DID repair Bee's voice, but Bee chose to keep speaking thru his radio. All repairs Ratchet performed were offscreen. Bots can't fix themselves.

 

Once most see the movie they will see that it looks like Bay left himself or whoever takes over, an out on how Ratchet might be able to come back

But the Spark can be put into a fresh body.

Lockdown took the spark so maybe its still being kept and can later be used to being him back. They would not need any of his parts. Just transfer the spark into a new body.
