I've been thinking of tracking down the collector cards for the figures that did not include them. Did all of the deluxe figures come with cards at some point or are there some characters for which cards were not made?

All the general retail Deluxes were released with collector cards somewhere in the world:

Wave 1 (Dragstrip, Skydive, Firefly and Vortex) - standard US release with character cards (same packaging Canada and Latin America got). In fact, the only wave 1 Deluxe also released with a pack-in comic book was Dragstrip.

Wave 2 (Air Raid, Offroad, Breakdown and Dead End) - only released with character cards in Canada and Latin America (never released in Europe). These should probably be the hardest to track down.

Wave 3 (Rook, Streetwise, First Aid and Blades) - released with character cards in Canada, Latin America and Europe.

Wave 4 (Ironhide, Mirage, Prowl and Sunstreaker) - released with character cards in Canada, Latin America and Europe; later also found at TJ Maxx and Marshalls stores in the US in Canadian/Latin American packaging (including character cards).

Wave 5 (Vortex, Brawl, Blast Off and Swindle) - released with character cards in Canada, Latin America and Europe; later also found at TJ Maxx and Marshalls stores in the US in Canadian/Latin American packaging (including character cards).

Wave 6 (Hound, Smokescreen, Trailbreaker and Wheeljack) - released with character cards in Canada, Latin America and Europe; later also found at TJ Maxx and Marshalls stores in the US in Canadian/Latin American packaging (including character cards).

The only figures never released with character cards anywhere in the world were the "May Mayhem" 2015 "online exclusive" Quickslinger and Brake-Neck figures, which only exist in English-only packaging including comic books. Conversely, 2016's "May Mayhem" Deluxe Groove only exists in multilingual packaging including a character card.
