Yeah, even if it isn't a Megatron he'd be great for a voice like Overlord or Tarn.
I've been saying this for years. Between the smoothness of his Lex Luthor and the brutishness of his Wolf or Rhino, I believe his voice could set the standard for a Megatron who is both Charismatic to his followers and savage to his enemies.
He's kinda close already. I mean Optimus did say that Silas was like a human version of Megatron.
The real question is... who should play Optimus Prime? Clancy Brown has played a lot of great villains that make him perfect for Megatron but I can't really imagine any the counterparts he acted against in those roles being good Primes... Not that they weren't good in their respective hero roles just Optimus has kind of a unique voice that's difficult to get a sense of from other random characters an actor has played.

I am not thrilled with the VA for both Megatron and Optimus. You can't have Optimus without Peter Cullen and Megatron without Frank Welker.
This is exactly why I think that he'd be a great Megatron, because Megatron needs to be silver-tongued and charismatic, yet an absolute barbarian on the battlefield, and Clancy Brown is versatile enough to be both.
I watched a few clips of Silas to re-familiarize myself with the character's voice, and you're spot on.
As to the new Optimus Prime voice, that's going to depend on the interpretation, because it would be a waste to just use G1 Optimus and not put a spin on him. If we go with a younger Optimus like Animated did, then Matt Mercer would do a hell of a job (though Mercer's the modern-day Mel Blanc - he could literally voice anyone and have it work). If we go full anime super robot heroic archetype, then Chris Sabat as All Might would be a great choice. Scott McNeil's Silverbolt voice would work for a parody Optimus in the vein of Silver Age Batman. And if we go darker, say Bayverse Optimus by way of Goliath, the Punisher, and the Doom Slayer (which not-so-coincidentally is how I'd do it), then Keith David's your man.

I actually liked the Prime Wars Trilogy Megatron. Granted, it was more of a resigned, so-over-it Megatron, but certainly sounded more down-to-business than the stereotypical cackling 80s villian that G1 Frank Welker portrayed (but I did like his TFP Megatron).
Villain-wise, I can only seem to picture Clancy Brown doing more Kurgan than Silas, and that leads me to Overlord. OR, in a slight nod to the 86 movie portrayal, Galvatron. If not, then perhaps one of Optimus' lieutenants, like maybe Ironhide (drawing a blank who else would make sense)? Or Omega Supreme?
I think Keith David's delivery could do TFP-personality Optimus but not necessarily G1-personality Optimus--I think I'd rather he lean more Thailog then Goliath, and he could make an interesting Tarn.
What about Kevin Conroy for Optimus. Not be as hard-edged as his Batman, but with the seriousness.
I'd also love to hear some Decepticon speaking in Vegeta's voice.

That could be interesting. I think a warmer, kinder, more optimistic sounding Batman would provide for an interesting Optimus voice.
CB is definitely at my top-3 A-List for Megatron's voice. Like if "Megatron" was a title, and you had a room full of scheming megatrons, CB would be hosting that shindig.
Other megzies at that meeting would be voiced by Steven Blum, Donald Sutherland, Lance Reddeck, Idris Elba, and the guest of honor would be none other than Benedict Cumberbatch.
Like that's what I imagine BW megs' father to have sounded like.
David Kaye all the way, but if not, CB and those I mentioned above would be my choices!

It'd be a different sort of Megatron, but mixing it up like that is healthy for any long running franchise. I support this idea.
I would say he would do a great job at being menacing and intelligent and even charismatic if you imagine him doing a Megatron-esque speech in his Surtr voice from Thor: Ragnarok. That would be ace!
omg now im just picturing Chris Brown as megatron. He just bitch slaps all the fem-bots lol. Though yeah, it would be interesting to have him play megatron. And funny af to hear a mr krabs megs lol
Going FULL KURGAN:
I actually like the idea of him voicing both Megatron and Galvatron (who would be twins in my universe), with Megatron being the calculating, charismatic conqueror and Galvatron going full Kurgan.
Pick which one would be the perfect Megatron voice.
I'd like him to use his Lex Luthor voice with a British accent.
