Actually it appears it all hinges on Direct Tv relicencing it's exclusive football deal. There's a clause that if it can't get it AT&T can stop the deal.

The Sunday Ticket deal is all but done for 2014 - The NFL already did their new tv contracts a few months ago - the NFL network lost the Thursday Night Game Exclusivity for half the season, and there were a few more big issues that were worked out.

DirecTv's Sunday Ticket contract however, Expires in Feb 2015. Then at that point ATT can buy Sunday Ticket Rights.
