That was filmed in a ship bay by US Steel and those weeds are Cattails. Yes they grow in shallow water but their roots system can and does form large floating masses of Cattails that float on the water So most of what you see is deep water that ship dock is 30 foot deep in the center and 20 foot deep at the dock itself.

It's the same ship dock where the ratchet scene was shot. Now I'm not saying lockdown has anything to do with that scene. But they shot 3 total scenes there at the docks. The lockdown scene could be a different location in the movie or it could be the same as the ratchet scene. There was another scene shot there on the road next to the dock that had the lockdown lambo chasing the rusted OP truck too. The Rally fighters and two camouflaged choppers were used there, as well as a bunch of the black Cadillac SUVs.
