I can scan the comics from FansProject City Commander & Protector tomorrow night after work (if time permits).

 

Dia Commander, unlike some other stories from FansProject, it has no words and is black and white. Probably no words because it was aimed at the Asia market. The story is called "Power" and the plot seems to involve not-Optimus Prime fighting reverse Defender over some power cubes, and we see there is a subplot of a Starscream looking bot who has kidnapped a sorta Arcee bot.

Note: This is a scan taken from the KO DIA Commander instructions, but I guess it's the same as the real comic. If not let me know.
