Does anyone have a problem where his torso is really loose and floppy?

 

Not on mine.
Did yours become like that just recently?

 

It was loose straight out of the box it’s not a huge deal it just doesn’t feel the best to handle him

 

Is your copy still within the warranty period?

 

I think putting a little floor polish in there should thicken up the joints to make him less loose.

 

Is there a way to detach his upper body? The fact I can’t see up in there is making me hesitant to do this

It's not paint that been peeling off: that's the wash rubbing away. You have to use some black, a bit of gunmetal, and thinner to apply over the affected area.
