Lafayette Target had a few Red Cogs last night.

West Lafayette Walmart had the Velocitron Deluxes, minus the short packed ones.
Lafayette Target rearranged the shelves and it now has a commander class spot.
I'm not sure anyone on the Target floor would be able to say what their plans are for what will and won't be on the shelves. To not have later...
It very well could be something to that effect. Or they added 0.1% of a dye instead of .01%. Or it could be that they didn't let the batch...

Wave 1's been in Lafayette for a while. Wave 2 or Target exclusives or Velocitron are still AWOL in Lafayette though.
