It seemed to at least impart some knowledge on Options. When warning the general early on in the movie about the Fallen shall rise again, he didn't seem to know anything about its meaning or who the Fallen was. At the end though when Fallen tells him to die like his brothers, Optimus tells him they were your brothers too. He seemed to know the details of the Primes at that point.

No, if anything, we've seen it's power is pretty different. It can ressurrect a Prime (at least that prime, at least once), for example, and create energon. The only similarity I can think of is providing a channel to commune with past primes and as a symbolic relic the leader holds.
I don't think so. So far the Matrix's only real use is reviving Optimus from the dead and Sentinel from stasis.
I dont think we have seen its full potential. With it now having the power of the AllSpark flowing through it as well, I believe it can not only revive any dead TF (IF) OP decided to use it that way, but also give life to new TFs as well.
After ROTF, definitely. It's now basically an energy source and all the wisdom and knowledge on the Allspark transfered to it by Sam.
