Jazz was a racial stereotype since the beginning, but was never particularly nasty. The twins were just flat "stupid hoodrat" stereotypes that Bay and his writers would totally see no problem with. You can use stereotypes as a starting point, but when you write a character's negative points from them it goes downhill fast.

Bay probably has someone on Chinese relations, but China's got a weird thing about Japanese in their media with the on and off hostility. So the answer to the title's probably "at least a little"

But of course knowing every other Transformers fans, they will be complaining about the fact that he has no lines when in fact having no lines is a piece of characterization in itself

 

That Samurai character is my first disappointment.

 

But nothing in the film straightforward identifies them as "Black". No Offence, but you assuming they're a black stereotype is actually stereotyping. For all we know they could be imitating white boys who imitate back people they're robots not humans. Honestly the only thing I can find racist is the "Carbombya" from G1.
