I think the Cy-Gar was just there to make Kup look more like a soldier. Steriotype if you look back in WW1 and WW2 and Vietnam. Kup had this crazy war stories and have been around a lot in the fields and not just fighting Decepticons but others too. Make him look more like a war veteran.

It is to censors. Pisses me off too. You can't show "heroes" smoking on tv or in movies anymore, except maybe period pieces, and that's a big maybe. And of course there are still those censorship groups that want to digitally edit out smoking in older films. It's just ridiculous. And I say this as someone that has never smoked a day in my life, never wants to, and am mildly allergic to cigarette smoke.

In england where I live we have loads of shocking anti smoking adverts and a smoking ban on all indoor public places. This is having an affect on peoples attitudes as I only recently saw somebody heckled off a bus by pretty much all the people on it for breaking the ban Censorship in kids tv is one of those brilliantly sticky and complicated subjects to debate. On one hand we have dodgy sexist objectification of women and parodys of body horror in the robots fights themselves in the bay trilogy and the joker killing someone pushing someone's head through a pen and on the other hand if the joker smoked, would that be morally worse? If we debated it, we could probably go on forever
to think, animaniacs had people smoking cigars, and cigarettes all the time in it. the episodes are being aired on the hub, with it. yet these days we can't have someone smoking in a pg13 film. tommy lee jones plays MacArthur in the "emperor" where he has a big giant pipe the whole time in his mouth. but i bet he never once smokes it.
