That's a decent build but personally I'd use the Energon Pistol and the Null ray.
Also, Mark Target with the Targeting chip perk is a lot more useful the dash.

I have the same setup as OP except I use the Pistol over the Null Ray, and I use Ghost rather than Dimensional Step and the Dash/Cloak are switched. I actually use Dash rather frequently, it's helped me avoid fire quite an amount of times. I really wish Soldiers had Dash available.

I generally don't have to dash, you can mark target and kill a fully healed soldier with two pistol shots.

Everyone has their own style though, don't forget that.
What works for some will not work for all.

    Scout #1
    Shotgun + Pistol

    L Bump is Cloak
    R bump is Dash

    #2
    Shotgun + Sniper rifle

    Cloak and Dash again.

    #3
    Shotgun + Plasma
    Mark target and Dash

I dropped cloak with the 3rd setup since the plasma gun's noise and glow ruin cloaking anyway.

I never put a frequently used ability on the left bumper. When I freak out I pinch the controller hard if im using left bumper and the left stick at the same time. It causes me to accidently transform a lot.

My main scout has the Scatter Blaster and Null Ray for weapons, with Mark Target and Cloak for abilities. For upgrades it has Surprise Attack, Health Matrix, and Blaster Amplifier. Being able to restore health and carry more ammo allows me to spend less time away from the team (less chance of getting caught in a cross-fire and losing the cloak) to sneak around a big fight and pick off stragglers when they're weak or get to pesky snipers, jets, or sentries.

I have main two different scouts. My first I like to use to snipe and sneak attack, Skids. (Named after me!)

    Guns: Scatter Blaster, Null Ray.
    Abillities: Cloak, Mark Target.
Upgrades: Targeting Chip, Ghost, Blaster Amplifier.

My next is my battle-ready Scout, Sunstreaker. I use his power and speed to take down groups of enemies at a time without having to sneak around all the time.

Guns: Scatter Blaster, Energon Battle Pistol.
    Abillities: Cloak, Mark-Target.
Upgrades: Surprise Attack, Health Matrix, Blaster Amplifier.

I have no problem being a Scout.

    I show up.

    Get killed.

    No problem!

I just like tearing around in the Sideswipe mold, repainted yellow and red as RID REV.

I actually kill quite a few soldiers and leaders these days! Heh.

The targeting chip is awesome, one hit kills on scientist and scout and if you pop a couple of blaster shots off too you can get a soldier no worries.
