that Blue guy is DiEnd the other Rider In Decade, his Henshin device was stolen by an Ayakashi (the enemies in Shinkenger) and it used it to transform into a mutated DiEnd evil henshin normal henshin and this is what Decade does in each world, for the most part anyways (if you get the chance watch it, its a really good series, despite you having to watch a movie to know the end)
The first 21 episodes are based on Decade traveling to each world, aiding it's Rider, and regaining powers by reconnecting with them. After that the goal isn't to regain powers as much as it is exploring for the reason for his journey. In his upgraded form, Decade Complete, he summons doppelgangers, digital or energy based, whichever. I'm basing this on him summoning Blade King while Blade was present. The blue guy is Diend, he's not good or bad, really, something of an anti-hero, and the monster form was when a Sentai monster stole his transformation device. So he's not merged with any villain.

there was an episode right before he got the form seen in my sig where his cards were erased yea. and DiEnd did steal and copy/take a few of his cards at the beginning of the series but he gave them back
I thought it was funny in that clip of the final battle of episode 25, how Decade used the sword of the ranger, but then the clone of Blade that the DiEnd monster used became like Blades final attack ride that Decade normally did. So definitely not the actual Blade.
It's been suggested by other Decade fans that Decade Complete summons "puppets", clearly evidenced in the first episode where Decade goes Complete. The puppet Riders do everything that Decade does. Decade reaches for a card, the puppet Rider does too, even if he doesn't have one to hold. From a few other episodes, the notion is that DiEnd's summoned Riders are the real deal, as they actually make noise, don't require DiEnd to do anything either, and once they lose enough life, either dying or a safeguard on hit points, as it were, OR if the other Rider's aren't needed anymore, they disappear. DiEnd has even summoned other Riders and walked away, making him completely not necessary to have around while other Riders do his work for him. Excellent idea for a thief, no?
For my first dip into sentai after like 10 years, I'm buying Shinken Oh and Dai Kai Oh, any feedback on the 2 from peeps here?
Yeah, get the candy toy versions; they're cheaper and much more poseable than their deluxe counterparts.

A gallery of the last Shinkenger mecha. Ushi Origami/Mougyu-Daioh and of course Samurai Ha-Oh. After the awesome that is Engine-Oh G12, Samurai Ha-Oh is a big disappointment. Half of the origami don't actually combine with it. They just make up that giant robo dolly it rides on.
Looks a little messy. Like the designer suddenly decided they needed to find somewhere to put the left over mecha.
