All NOT PROTFORM cybertronian modes so far got exposed heads, maybe designers made it like that to show that they're not hiding, just going in transport mode.

Also because it looks WICKED cool.

 

Weren't there rumors of him being revived using the other decepticons from the first movie.

I don't know about you but if I saw a head with glowing red eyes attached to a mutha f##### tank...... I'd shit myself.

 

That would be an awesome scene in the movie

 

Oh, man, I read through this Thread and thought, "Lord no, his head is gonna be visible!? I don't wanna have my attention focused on some talking head on top of a tank where the vehicle's entrance should be!" --- Then I saw that attatchment and, if I was looking at right, I was sorta relieved that his head is sorta hidden between his wheels. At least it looks like a hood ornament. I seriously hope nothing corny comes out of his mouth in his Vehicle Mode, though.

For the same reason that Megatron hasn't scanned an Earth mode. Because that's just how he wants it.

Ah, that's why Prime's face is showing when he's in alt mode too.  

 

I don't know maybe it's so the humans can shot him in the head in alt mode and kill him.

That's what I worry about since movie Decepticons are so easy to kill. But the silly side that hold on to hope wants to say there is some really cool reason for it that we haven't thought of yet. Perhaps he's upgraded to the nearly unstoppable tyrant now and he wants his enemies to fear him no matter what his mode is.
