Regardless of being pure postulation, I always figured the twins were one bot/spark split in two, rather than two individuals that form one gestalt.
Clearly they are represented as half-wits.

Edit- OK, I was 5 minutes too late with that post

My guess is combiner technology gone wrong. Or possible teleportation accident due to a misplaced house fly.

If that was the case, I eagerly await the Giant-Fly-Headed figure soon to be released.

Damn it, there are too/two many combiners going on in the movie right now. Devastator should have been it. The 3 motorcycle arcee theory, okay I'll will hesitantly let that slide, but now it is getting out of hand. Either Skids and Mudflap should have been the only Autobot combiner or the Arcee(s)...but I bet it will still be a badass scene when Mudflap/Skids team up.

So, if they do combine, what will their combined form be called?

    Skidflap? Muds? Road Caeser?

    We've caught on.
Additionally, maybe since they are stoopid in separate form and more clever when combined.

I sincerely hope they combine... It seems to me that that's about all they've got going for them.

Also, it's the only way to justify the deformities.

Megatron and Prime stare at each other and suddenly engage in Extreme Kissing.

Prime: "We've been doing it wrong this whole time"!
    Megs: "Kiss me Prime!"

    Oh God...

Hmmm I'm not sure if I like all this potential combining going on. It became overdone in G1 very quickly; Devastator was cool and made the Constucticons unique, and so I love the fact that they're in the new Movie. But then there were the 1986 'special teams' and even then, at the age of 8, I was thinking 'how come they've gone millions of years fighting without coming up with all these new gimmicks, but now they're on Earth there's almost suddenly five combiners?!".

Yes, I know it's cos it was a new gimmick to sll toys, but in the movieverse I think they've got to be careful not to milk an idea. People will wonder how there were no combiners in the first movie (unless you count the pairings of Blackout with Scorponok and Barricade with Frenzy, but that's hardly the same thing) but almost all the new characters are a combiner of some sort.

The Prime/Jetfire thing is a bit different I guess, and if Arcee was purely one robot made of three motorcycles rather than three smaller robots then that would be more like a duocon idea and could be carried off without any attention really drawn to it. And I can see how it would make sense for the twins to combine in some way, but if they again for a bigger bot mode it's gonna take away the uniqueness away from Devastator, and instead of being 'oh wow, huge robots that combine to make an even bigger one, I didn;t see that coming' it'll be 'oh another combiner, just with bigger robots'.

Howerver, I think that SKids and Mudflap will just have the combined icecream truck mode and maybe work together in some other way in their upgraded forms.

Jesus, enough combining already. Talk about overkill.
The concept of combiners was awesome when it was exclusive to only a few with the ability.
It really looses its impressiveness when EVERYONE can do it.
