Yes, Toxitron was an unused design for the Universe line. However, people are grouping him with G2 because his mold is based off of the G2 Laser Optimus Prime.

 

He's got ugly colors and his trailer said TOXITRON on it in big letters.

Sometimes you are born with a family and sometimes you find one.

 

Sadly, this version does NOT have his name emblazoned across his own tank.

Well yeah he was a cancelled Universe toy from 2003 whose first toy was a TFA Prime redeco and later a CW Prime redeco.

The reason why he's being grouped here as G2 is likely because of two possible reasons:
1. He is a redeco of a G2 character.
2. His colours are neon-ish and "absurd" like the other unreleased G2 decoes.

 

I bet the will be shelve warming like the beast wars repaints

After a year we finally got rid of the beast wars repaints. We still have 5 legacy Galvatrons. I’m going to buy them all if they go in clearance for 20$

Some great sets lately but yeah, everyone seems to have an extra five bucks worth of stickers that aren't needed.

 

Personally I've always wanted a proper G1 Jetblade out of a Dirge tooling for years so I like the idea of Cloudcover being a totally separate Seeker. I can dream...

Basically yes. More accurately he was a cancelled redeco of Laser Optimus for Universe (along with a Motormaster redeco of Thunderclash). FunPub released an Animated incarnation of the character in 2011 for Botcon. FunPub later made a G1 version out of CW Motormaster using his alternate head due to them abandoning plans for a Nemesis Prime due to Takara's Grand Scourge happening instead.
He's definitely a sort of odd man out among the bunch being the only deco to not be planned for G2. That said being based on a garish redeco of a G2 mold and going unreleased makes him close enough to fitting in (certainly more on theme than the near entirety of the Velocitron Speedia 500 subline).

 

These are hideous. The color, while I understand why, is awful.
