Not a lawyer, but that's never stopped me before. The Statue of Liberty is copyrighted, but the copyright has expired, and the image of the statue is public domain. However, representations of the Statue of Liberty can be protected creative works. The Post Office lost a $3.5MM case because a stamp featured a photograph of a replica statue rather than the real thing. So arguably, a Ghostbusters 2-inspired Statue of Liberty action figure would require the Ghostbusters license. That said, there are already other Statue of Liberty collectible and toy products, and it's easy to imagine someone else making an unlicensed product similar to the hypothetical HasLab. They just wouldn't be able to use any content from Ghostbusters 2. That might be prohibitive for something like HasLab: Hasbro would have the rights to make the product, but it would be hard to claim that as an exclusive right. TL;DR Hasbro could make it, but maybe couldn't stop anyone else from making it too, so might not be worth the trouble.
Off the top of my head, the major unreleased characters/takes are: Janine Dana (non-possessed) Peck Vigo The Scoleri Brothers Slimer Louis Tully in Ghostbusters Gear Ghostbusters 2 uniform main 4 Gary Grooberson Gozer (Olivia Wilde version) Ivo Shandor Muncher And that's without counting The Real Ghostbusters, Extreme Ghostbusters, Ghostbusters 2016, and the Kenner toys. When this line started, me and a friend were hoping for articulated figures with Murray/Akroyd/Hudson/Ramis likenesses, dressed in the Kenner outfits like Fright Features. Tan jumpsuits are a bit bland as toys.
If Hasbro didn't stop the Roboskull toy, which danced on their copyrights, I doubt they'd stop a Statue of Liberty playset.
Seriously they should just do the ghosts in that line. There are so many that they wouldn't run out for them to make for some time. Plus a good chunk of Ghostbuster ghosts look more like monsters so collectors who normally don't get Ghostbuster stuff might buy it for their collections. I could see Power Rangers and and even some GI Joe collectors buying the ghost figures to have them fight their normal collection.
Especially if they mix in ghosts from the shows, movies, and toyline. I'd love a version of the toilet ghost with modern engineering. Or the football player. There's so much potential for stuff like this. Especially the "normal things are actually ghosts/monsters" reveal style of toy. Some of those Haunted Humans would be absolutely amazing with a Mattel MotU Masterverse makeover.
I haven't bought a thing from the Hasbro GB era except for the Kenner reissues and Spengler's wand (to replace my old busted one), but the SECOND they finally do the "We're Back" jumpsuits (ideally with Slime Blowers to recreate the poster, even if that technically isn't accurate to the movie itself) I'm all over them. I've ALWAYS been a much bigger GB2 nerd since a lot of my childhood memories of the series revolve around GB2 and RGB, so anything they can give me that isn't just another version of the main four guys in the standard tan jumpsuits is an insta-buy for me.
The only thing I could find was that the Transformers panel will be on the first day but no exact times yet. The other brands that have said they will be shown have not even specified which day they will be on though. Probably will find out more next week.
I wonder if they will announce the schedule this week. Saying things like Transformers, Power Rangers, etc on day 1 is not much info. Plus they have not talked about when Star Wars will be.
