I thought it was "shrug" joints that were being engaged at first, but I noticed how the shoulder stalks are straight.

Others have come up with idea's like the Nemesis turning into a female Titan with a Decepticon face ala Tarn.

 

Or maybe just reserve the titan slot for existing characters? Sure the ark was primarily just the ark but the robot mode was the last autobot, an obscure yet old preexisting character
