Hot Rod's alt mode does not have spoke rims etc. That would be a strange thing to put on this figure, which is specifically designed to resemble the '86 film.

 

While I would love for better rim/wheel/tire designs on TFs broadly, Hot Rod's animation model basically had silver disks in lieu of wheel detailing.

In that instance, man fuck it, make up something that looks better than chrome frisbees.

 

What a difference a bit of paint in the right spot makes.

 

Why they ever made that roof hinge yellow is beyond me. It looks sooooo much better red!

 

Sprue allocation, I believe. Having an expensive steel mould made for just the spoiler on its own would be kinda wasteful, so they had to put something on the sprue to make it cost effective - and since the yellow plastic chosen was one that could handle a lot of friction, they chose the spoiler's steel mould to bulk out with other pieces.
