    Prior to them being billed. Once they submit a successful charge to your payment method, the cancel box disappears and you'd have to contact Pulse CS to cancel it. But their fulfillment centers don't always react when Pulse tells them to stop shipment on an order, so you're likely to receive the item if it gets billed.

    Bulkhead arrived today. The headsculpt has grown on me. Still see a lot of the personality there.

    Also, finally cracked and bought a 'Kingdom Blaster'. I was giving up hope TCP would get him in. And I saved a whole 44 CENTS. Shopper of the year over here!

    Realized I didn't want a CHEAP and COMMON Legacy version.
