No, PC-23 is a kit for Volcanicus' body and weapons, and kit for his hands and feet is PC-21. I couldn't find PC-21 at a reasonable price. So I printed out STL file that I found in Cults3D with a 3D printer.

It was a promo from Hasbro Asia for Singles' Day (China's Black Friday, essentially) back in 2018. If you bought a Predaking from their Tmall store you got it as a free bonus on top of the Singles' Day savings. It also comes apart at the hilt and there's a ball-point pen in the blade. It's made of a rubbery material, so the pen helps gives it some rigidity.
