The short answer is not really. If the add doesn't specifically exclude neca and the cashier or rep you talk to is fairly cool and not super stickler on it they will do it but technically the add states toys usually and the neca stuff is considered collectibles so it kind of varies from worker to worker if they will allow it. On a different note I have one 2 pack of the latest frog pack left, the other is in route to its new owner. If anyone needs it speak up soon, I am gonna return it to store before the weekend is over. Also 2 Casey's left, but 1 may be spoken for. So not sure who all was on the list and who wasn't that pmd me but if you need a casey let me know pretty soon. Just for information it will likely be next Friday before I can ship again. Post office will be closed Monday I assume since my work is closed for Columbus day and I work Tuesday to Thursday next week.
When target has run the promotion in the past it HAS worked on neca tmnt figures, multiple different instances when they ran the promotion. I might've posted pics in some threads of the checkout or receipt where it has worked. The bigger challenge is IF the neca tmnt are in stock to use the coupon. Just go to self checkout, and pull up the barcode that's generated from the coupon on your phone, and then use the handheld to scan the code after you've scanned the toys. It ought to deduct the amounts right there. Some things that have consistently NOT worked with the coupon (beyond the listed exclusions), are mortal kombat figures and some fortnite vehicles/accessories (like that quadcrasher) that are typically in or near the electronics section. I think the mcfarlane MK figures are (or were) in their system as video games, and perhaps some of those older, larger fortnite vehicles were in the system as electronics (because I think one time a 15% off electronic coupon was applying and not the bigger one, so I was removing coupons from the wallet to make sure certain ones didn't take). The wildcard on will it/won't it work with the $10 off $50, and $25 off $100 coupons are Target’s clearance toys. Sometimes the promotion details exclude clearance, sometimes they do not. Also as an update, Looks like MK’s bloody kabal IS eligible for the coupons this time around too.
If you've still got one of those Ult Casey's left, I'll gladly take it, assuming it's not already spoken for. Tired of striking out locally despite brickseek saying he's in stock at three different locations near me. Not sure what's up with that, the app has been letting me down a lot lately. In fact, I've seen more G.I.Joe product (Classified, etc.) in person starting from the last two months than Turtles/TMNT *anything* in the last two years COMBINED. Crazy. Besides, whatever the shipping cost from you to me would still be better than NECA's silly catch-all price for shipping anything from their warehouse.
I will message you when I get home. Out and about with the wife today. I have one left and it is yours so now all spoken for. I am close to another walmart that says they have them on brickseek but no guarantees I can get more.

And yeah, brickseek says two stores around here have 6+ in stock but I know that's not true since I've made a visit to both twice in the past week and came away with nothing. One store is particularly laughable since their display for collectibles is literally a bottom shelf tucked away next to the vinyl section that's only 2 1/2 feet wide by just under 3 feet tall, and most of that real estate is spoken for with existing figures from other brands. It's literally the smallest Wal-Mart store I've ever been inside, so it really makes me wonder why anything would be shipped there to begin with, lol. I'm surprised they upgraded his size; I remembered him being a bit of a runt compared to the other baddies, one of the reasons I liked the figure in the first place. And gotta say, they're really tempting me with that Sewer Surfer Mikey figure... that was one of the only variants I had as a child, along with the classic Storage Shell versions of the Turtles. Now *those* would be some interesting upgrades if Super 7 gets to them! Admit it. You said it this way on purpose, didn't you?
The last 4 releases Muck, Chrome, Frogs and Lizard people are finding them bc know one wants them like they wanted the other set's.

Have you seen the shipping costs to get one figure from England? It’s roughly $40-$50 just for a single figure in some cases. Everything has gone crazy.

I tried to collect Toon NECA stuff. But the scalper battles to find core cast members were Dark Souls level hard. And I'm not rewarding those asshats for their behavior. I still have the stuff from the first two packs, Leo/Shredder, and Donny/Krang, because they're neat. I paid $80 apiece for them. Never again. That being said, I've always been the type to collect the core figures THEN branch out. Not having a complete Turtles set is just... Ugh. Those guys on the shelf there were all one-ep wonders. Not the kinda guys you wanna fill out your already hobbled collection with.

Of the main Neca toon and movie I'm missing both April. I'm hoping to that they reissue toon April in another different 2pack, and I have movie Casey with Ralph 2pack so I'm not stressing ultimate just for the unmasked face.
Local Walmart via Brickseek shows 6+ Ultimate Casey and Super Shredder. Go out of the way to check it, nothing out. Asked 3 different employees about them and if they could check and I was met with the head tilt and sorry, no we don't have any. Fun times. This is pretty much par for the course with my Walmart experiences in the Bay Area.
