this is true, actually. last time they were caught doing this was in combiner wars, with higher voyager case numbers being given to investors that what was actually being shipped. they were found to be in violation of the rhode island investor transparency code, specifically subsection E code 621. Because most of the case assortment was silverbolt, this became known as the silverbolt lawsuit. If you google "silverbolt transformers e621" you'll find more information.
