Maybe something got a little warped or stretched out of shape. Try dunking him in some super hot water for about 10 seconds and then let him cool. No guarantees, bit it's worth a shot.
I might be misunderstanding, but it sounds like you were enhancing the existing paint rather than applying a foundational layer?
ahh, yeah. I laid down a healthy coat of xf-15 flat before applying a tint coat and also a top coat of semi-gloss. I had the same issues with thin paint (blue showing through), I also noticed there was a bit more skin near the rollup sleeve that was absent of paint entirely. Very soon I will disassemble three vipers entirely and do a complete overhaul on the red paint applications as well as adding more applications where possible. Hope this works out for you.
All I have is mostly Vallejo colors, I'll need to order some of that xf-15. I think I'll stick with just a basic comprehensive flesh tone though. If I start doing washes and highlights then I'll have to do ALL my Joes and that's a bigger project than I'm prepared to commit to right now since I just got the 2nd half of my main Battletech pledge(doesn't take into account a 2nd pledge I made to get more stuff...). Basically we're talking literally HUNDREDS of minis... fml.
Skyhawk vs Firebat would be sweet. Also VAMP I and II vs Stinger. Trouble Bubble also... and we already have the RAM coming.
I wonder how much something like this would cost today? Maybe a Traxxas crossover? It would definitely get more playtime than anything else I have currently.

No doubt. That’s the main reason I’ve never pulled the trigger on a Haslab project. There have been a couple I’d like to go in for…but they’re just too damn big. I like seeing them happen and I hope they do some 6” Joe vehicles for those who do want them…but I’m just not going to be able to participate.
Also, a Joe Haslabs could be a new extention for ARAH vehicles, but for 6" it could also be Cobra based robots, like that Snake headed Robot or the Water robots, etc.
I think for me it depends on the vehicle. The nice thing about GI Joe is that the vehicles varied wildly in size from the MANTA to the Defiant.
Agreed, keep it small for space sake, Hiss Tank or smaller. I would buy multiples (2 or 3) of the Trouble Bubbles, Claws, and Fangs though, maybe even double up on a Hiss tank possibly if it was priced right.
