Yep. He's one of those "toy-only characters from non-Cybertronian ordinary vehicles" guys, like Longarm or Incinerator. His toy was referencing the aircraft that was dropping the corpse of Optimus off in the third act of RoTF. Even came with a tiny Prime that fit in the back of his toy.

Aren't both answers technically correct since it was the same type of cargo plane? That said, the toy itself did come with a transforming tiny Optimus to recreate the scene im the beginning where he attacks Demolishor by jumping from it. If it was just to reference the scene where he was dropped off dead it probably would have been a static figure.

Would’ve been nice if one of the apartment blocks wasn’t locked down due to COVID. Granted Hasbro Asia doesn’t have anything cool in the past (aside from Ironhide and Barry MPM reveals iirc), so I wouldn’t have high expectations.
