It could be that Hasbro is rushing to get those two out for the film. Have there been any sightings in Ohio?
I'm thinking that may have to do with the fact that the only other character in that wave is Baroness and she's one per case. Scarlett and Akkiko are both in the following wave which isn't showing up at retail yet.
They gave Quick Kick the “Poochie redesign.” Lol. Had I just been looking at the picture with no additional information, I honestly would have had no idea that that was Quick Kick.
The art in that issue is really rough but I like Quick Kick looking more like a mixed martial artist and having mattered multiple forms of fighting. It really made him feel useful. He never felt that important in the Hama comics thanks to Snake Eyes and Scarlett. The only stories I remember with him are the POW issues and when Storm Shadow breaks into Joe HQ to earn Snake Eyes about an imminent attack. The best recent Joe art is Antonio Fuso in Cobra and SL Galant in A Real American Hero. Costa and Gage's take on Serpentor as a cult leader was pretty inspired. I also liked the recent run by Allor and Evenhuis but the art is not for everyone. I'm also a sucker for underdog stories so setting the story after the conflict is over and Cobra has won made the Joes all the more interesting. And the fact that they're not necessarily the "best of the best" made it more interesting. My favorite Hama stories are when the team is struggling. I also love that early issue when tons of Cobra troopers commit suicide rather than allow themselves to be caught and the fear the Joes show in the face of that. That shit terrified me as a kid.
That scene between him and Snake Eyes looked interesting. It looked like, at least initially, that Quick Kick was getting the better of him. In general, I tend to be critical of radical redesigns, although to be fair, the original Quick Kick design is pretty ridiculous too. As far as the artwork goes, while I appreciate a lot of the newer comic book artwork and think that a lot of it is better than the older stuff, I can still enjoy comics if the story is good, even if the artwork isn’t. I think there were a lot of 80s issues of G.I. Joe and G1 Transformers that I think would fall into that category.
I don't care for and don't need most redesigns but if they are done well, cool. Like V2 Snake Eyes. The key to a redesign is that the character is still recognizable or it might as well be any other character or a completely new one.
Pardon my ignorance, but is that bike from anything in particular? My first reaction was that Snake Eyes was riding Cy-Kill from GoBots!
As I said...the Quick kick from the POC line was a better update. He has a tunic, shoes, and still elements of the martial artist. If I cannot get the classic look I will take a classified update of that one. Not the crappy comic update.

If I saw that character outside the packaging, I'd think it was a Karate Kid figure before GI Joe...except the gun part.
He was. The whole point of that scene is to establish Quick Kick as the hand-to-hand specialist. He's also frustrated that he's often overlooked sure to SE's abilities. I quite liked it. If any other version of Quick Kick were remotely decent, I probably would not like this one as much. I can enjoy a comic if the art isn't great but it is diminished. It is a visual medium.
