    Good guess, but it was Scott McNeil: the voice actor who played the Waspinator, Rattrap, Dinobot, and Silverbolt in Beast Wars who is known for his signature soul patch and cowboy hat. He also did a few characters in the Unicron trilogy and frequents Transformers conventions.
