I wonder if that is enough to mechanically distinguish a Pretender from a Titan Master. A Pretender can't flip obv, but taking x damage and then deploying the inner robot feels really similar.

 

Maybe inner could be on top and then it goes into the shell, or it could be done like in master force, ie:
Top Card: Low power human form
Middle: Suit On! Pretender!
Final: Inner robot

 

For anyone out there that has a soft spot for the not so powerful decks out there:

 

The Pretender Armor card(s) could be the same size as a regular character card. Only the toys shrunk down the size of the inner TFers.
