I get what's being attempted here, but the connections are flimsy at best. It amuses me that both Skywarp and Roxy are just labeled as "Mean and un-intelligent".
Sky- tech spec should not have had 9 intelligence. Roxy- the episode where she couldn't read- seemed low-intelligence to me.
It’s pretty well believed that Skywarps tech spec was swapped with Starscreams I mean Forget the intelligence issue and just look at the rank.....how is Starscream their leader and has a rank of 5 and Skywarp a 9? They messed up the print in my opinion

So you feel the solution to uncharacteristic issues is to present the characters in a “less in character” fashion?
Even then, the Intelligence would still be a 7. That's not "stupid". He would need a spec of 1-4 to be considered less than average intelligence.

This is from the extended Transformers Universe bio, but the bio on his toy also states that he is, quote, "Not too smart". While this doesn't necessarily mean "stupid", he is the only one of the three original Seekers who is specifically noted as lacking intelligence. The Tech Specs that came with Thundercracker's toy show an Intelligence score of 4. Since Thundercracker is never mentioned as lacking intelligence, and Skywarp is, it seems that the Seeker Tech Spec swap involved all three characters. Skywarp's tech specs, with the Rank and Intelligence of 9, belong to Starscream (the rank is the obvious giveaway here.) Thundercracker's tech specs belong to Skywarp (since the Intelligence of 4 is the lowest of the three tech specs, matching Skywarp's mentioned intellectual deficits), and Starscream's tech specs, with an Intelligence score of 7, therefore belong to Thundercracker, not Skywarp. Why not? With all these new generations of writers (from ours, to even younger than us) anything is everything, from Blast Off becoming a shuttle to a plane, to Michael Bay's story, who knows what derivative will occur next.

I don't know how the "Seeker Swap" happened, but you're right; it couldn't have just been a printing mistake. Maybe there was some sort of communications mix-up regarding which bios and which tech specs were meant for which character, or maybe Budiansky himself was originally intending for Thundercracker to be the unintelligent one and then changed his mind but forgot to change the tech specs. Although how nobody caught the fact that Starscream had the wrong tech specs is probably the weirdest part. That being said, Jim Shooter's writeup for the series featured the name "Ulcthar" (apparently Denny O'Neil's name for the character) crossed out and replaced with Starscream and attached to a bio that's really similar to the one that would eventually be applied to Thundercracker, so clearly there was clearly a lot going on behind the scenes involving the characterization of the Seekers. Too late for that- people gave into the Bay movies and Hasbro now does whatever they want because the TF crowds will do anything for 'formers. Same with G.I. Joe.
