Takara has never used a mold only once without repainting it, at least for G1. The only ones that don't have repaints are ones that just haven't been released yet like MP44 on. I'm sure Arcee will get at least 2.
There less likely to waste a spot on Springer when they can get a couple of uses out of another mold. Unlike Blitzwing and Astrotrain he isn't a Diaclone, so he s more of a one and done.
He’s big and memorable. Similar to Dinobot they’ll make a nice mold and charge a little more than it should be to make up for no repaint. I’m sure they’ll get creative with AKOM or comic colors anyways if they need to.
