Hasbro and Paramount need to succeed with the new Transformers movies, and what better way to set the foundations for something great like a Decepticon movie.
    Shockwave perhaps?
    Or even Soundwave?

But the question that needs to be answered is how will the movie be structured, will the Decepticons succeed in the movies like the Autobots/heroes, or will the Decepticons always win in solo movies, and also will there be an Autobot that gets killed like
    Shatter and Dropkick
    ?

A movie with a focus on the Decepticons could easily work and be quite marketable.

Perhaps it could follow a Scavengers-esque squad of low-level Decepticons as they try to become more infamous and recognized by their superiors. Or if we wanted to follow the top brass, perhaps a story from the Cons POV during a conflict, so we can see how they operate, what it's like in contrast to the Autobots.

How would I do it? Like this:
    In THIS cornaaahhhh...
    ...and in THIS cornaaahhhh...

    Megatron_v02_JN_small.jpg
...basically, I'd just focus on and adapt the Decepticon aspect of "Infiltration" - meaning, a Decepticon landing party led by Starscream sets up camp on Earth and sets about learning everything about the planet that could be useful; however, because Starscream is leading the party, all this effort ends up being directed toward how he can best use it against Megatron by the time the Big M ultimately shows up to take the reins.
Punctuate it with appropriate doses of action and dark comedy, and it could be a nifty little take on the whole stealth-alien-invasion subgenre.

Crazy idea, but maybe just have a movie that focuses equally on the Autobots and the Decepticons?

I've mentioned this in the past: a Christmas movie starring Starscream, in which he has to team up with a "tiny Tim" like character to get back to the Decepticons.

On a more serious note, they should focus on developing a core cast of Autobots before venturing into standalone Decepticon stories.

If I were to do a Decepticon movie, I'd make it about a team of Decepticon recruits who are fresh out of training (all new or lesser-known characters). Megatron sends them to Earth to wipe out a small patrol of Autobots, in order to make way for the Decepticon army to arrive and take over the planet. But when they get there, they have a change of heart and end up rethinking their allegiance. Maybe they could discover some conspiracy that reveals to them how evil Megatron really is. Like, maybe Megatron was actually planning to destroy the planet instead of invade it, without evacuating the recruits. The finale could be them taking on a DJD-esque team (although I wouldn't make it the DJD, because they would have to be less overpowered, so they could lose in the end). Maybe it would end with the recruits using Megatron's superweapon against the not-DJD, destroying them and depleting the weapon, saving Earth.

It would obviously take some fleshing out, in order to explain stuff like why Megatron needs to get rid of the Autobots before blowing up the planet. But this is a general idea of the sort of story and themes I'd do. To be honest, I don't think it would be possible to make a good movie about the traditional Decepticons being evil. Like, there's going to be a huge disconnect if they make Megatron the main character. You can't really connect with him trying to take over the world or cause mass extinction. Nor is it really a good protagonist to have in a kids brand. But if you did a story about redemption or something (using characters who haven't committed atrocities...hence why I'd use recruits), a Decepticon movie could work.

I feel if you wanna make the Decepticons the protagonists, the antagonists would have to worse or just as bad as the Decepticons. It's gonna be hard to convince audiences that the Autobots are the "bad guys."

Maybe a Decepticon Civil War where a crazy, rogue Decepticon wants to usurp Megatron, giving our main Decepticons a foil that is even more evil.

A Decepticon Civil War looks like a great movie from a Decepticon standpoint, to get to see how everyone feels about it, and what motivates all the Decepticons.

A con-focused movie can either go two ways:

A Harley Quinn-esque movie where the main character is technically a villain but they're given some more hero/anti-heroic role than a villainous role. You know, we gotta root for something.
So, if it's a Starscream movie expect a more Armada take on him.
Or a Joker-esque film where the character starts off with giving us reasons to sympathize with them and we see what drives them to the villain role.

Idk, whatever the case is, it can be done.

I think the best way to go about this would be with Starscream as the main character. The movie doesn't need to necessarily have Starscream actively betray, but it could be about his schemes or maintaining his position in the Decepticons. I would love to see inspiration drawn from Prime in terms of his relationship with other Decepticons, like Soundwave and Shockwave.

Agreed. It's like asking if we should give Nazi's a movie. It could be done in a weird Tarantino self-referencing kind of way...but that would only work for adults, not kids.
