Since there were multiple Cheetors on the shelf, and no other Elite figures anywhere to be seen, and the price tag even explicitly refers to Cheetor by name, Cheetor, I won't rule out the possibility that Cheetor is exclusive to Müller in Germany.

After seeing Cyberverse Ultra Grimlock multiple times, I saw one of his wave-mates for the first time today, namely Megatron in the new "Power of the Spark" packaging. Seen at Müller in Hilden.


Meanwhile, Müller in Wuppertal-Barmen has Serie 2 of the Cyberverse Tiny Turbo Changers.


And Real in Ratingen-Breitscheid has Series 1 of the Cyberverse Tiny Turbo Changers.

Karstadt in Dortmund, meanwhile, as Cyberverse Spark Armor Elite Cheetor & Sea Fury. Thus, the set is not exclusive to Müller in Germany.


The explanation can be found in the EAN barcode: Cheetor is identified as part of the Elite assortment (E4220). I assume it's like with Age of Extinction 1-Step Changer Stinger: Planned as part of the assortment, released that way in Europe, made an exclusive figure for the United States at the eleventh hour.
