If I was going to guess, the question is along the lines of: Why does Mattel only make good toys, like Barbie, for girls? Weren't Max Steel and MOTU well received? And the answer is that Mattel just doesn't try because their management just doesn't care. When they've destroyed Mattel through their ignorance and sloth, they'll just fail upward to another unsuspecting victim company and repeat the cycle of failure through indifference.

But Mattel would be capable to make and handle a similar toyline like Gi joe if they whose created back in 1960's ?
Oh yeah, they'd definitely be able to replicate the blinding success of GI Joe that we see on the market today.
Look, every toy company has successes and failures. Mattel has had its fair share of flops and some very recently, but so has Hasbro and other companies honestly. Mattel may have lost the DC boys' license (they still retain the girls' dolls category and figures for younger kids) & the Disney Princess license and somehow managed to bungle a couple pretty popular toylines such as Masters of the Universe, Monster High, DC Universe, etc. However, they've been pretty successful with WWE since they took it over from Jakks and they pretty much saved Jurassic Park. Also, Barbie & Hot Wheels have always been strong brands for them. You could probably find a similar track record from most companies.
Mattel is like a depressed, recently divorced man who hasn't shaved in weeks and wears sweat pants everywhere they go.
One of the things that I learned from watching Scott Neitlich operate is that any toy line can succeed if somebody passionate about it is pushing hard enough. When you don't have that, you get what Mattel usually pushes out, a trickle of half-baked me-too product that stores can't be bothered to stock.
Hot Wheels is a super huge brand that every little boy has some of. MOTU was extremely popular back in the 80's. Then got popular again in the early 2000's. Its coming back to retail stores next year so it might be popular again. Mattel has DC and boys love Batman & Superman stuff.
Yeah, I was never a fan of his "the sky is falling" tactics every year, but you can't deny that he had a passion for both MOTU and DC.
