Could exist a alien race with the same scientific and technological level from the forerunners of Halo ?
No on ghosts. Seeing is believing so if I haven't seen or experienced paranormal activity, I'll never believe it. As for UFOs or aliens, no.. not in our solar system anyway. I do believe there's other lifeforms within the entire galaxy. Of all the billions of planets, why would we be the only planet to have intelligent lifeforms? It's hard for me to believe that.
Which is the only reason I haven't blocked him/her. Some of the post are... tedious at best, but with a couple notable exceptions I feel everyone has something positive to contribute at least some time.
I believe that there is a possibility of primitive living organisms on other planets, but I highly doubt any complex beings are still living today. As for ghosts, No. I think that ghosts are a silly concept, and to put it short, It's not very smart to attempt to explain aspects of an afterlife we know nothing about.
Why would you think complex beings wouldn't exist on other planets? Honestly, we're not that special, and it's sheer hubris to think that we are unique in this cosmos.
I just think that it's super unlikely for two intelligent species on different planets to evolve in a similar time frame. I think that all intelligent life on other worlds has probably been long dead. But hey, the universe is huge, so you never know. After all, I'm just some teenager on a transformers forum.
