Correct, all releases of G1 Red Alert (vintage - Takara Collector's Edition reissue - Hasbro reissue - Takara NY Special reissue) have had the black head. People would routinely use donor G2 Sideswipes to re-create the cartoon look with the red head, though.

You can tell as it has white thighs over Red Alerts red thighs
