Cemetery Wind killed Ratchet and Leadfoot, their goal was to eradicate all Transformters.

TRF killed Canopy because they thought he was endangering kids, and they also 'arrested' those Cons because they probably went peacefully or something

Cemetery Wind kills Transformers indiscriminately, even Autobots. This is why the US government shut them down when their dirty secrets came out. The TRF is pretty much a legal, less shady replacement for Cemetery Wind, and a more globalised cooperation to boot.

Given how easily they died and their interactions with the TRF crew, the former 4 Decepticons were presumably docile enough for TRF to deem death/torture unnecessary. That, or:

1. They came after Lockdown’s death
2. Lockdown simply never caught them

Both are equally likely.

1. Why would he bother hunting down nameless (to him) Decepticons? He needs Optimus for the Creators, hunting down them over Autobots that know and could cough up his whereabouts would be wasting time.
2. Anthony Hopkins has a mansion full of Transformers (Hot Rod, Cogman, WWII-formers) and you’re telling me nobody ever asked him why he has tanks and a biplane roaming his backyard? Or that the US doesn’t have Energon detector satellites? Really puts a dent on his reputation as the so-called best bounty hunter in the galaxy lmao
