It's weird.
It's like, they show BB and OP driving off, then title card, then "Directed by Travis Knight", and then they show the OP/7 meteors scene.
I'd say it's some sort of early credits scene? I think they put it at the start just to give people a sense of new beginning and that there's more coming.

yeah that scene sort of seemed like it was added late in the game to establish it as a reboot, because you could argue everything in the movie before that scene could fit into the original timeline ish...well good enough by the continuity standards of the film.
Do you call that a mid credit scene then? I don't know, cause it had the directed by which to me I would consider the start of credits?

I mean, he as a good Con in the sense that he seemed brutal and in search for answers ("Where is OP?"), and yes, we see him tear out his voicebox thingy.
