Well, Mark Hamill kinda died on the inside after the Last Jedi. He no longer gives a scrap about this side job that likely pays him less than Justice League Action did when he voices Joker, Trickster and himself in one episode.
I can imagine that when he voice director asked him to emote, he looked at him with that grim stare of his, and told him "Sonny boy, I was in the Guyver. The bloody GUYVER. And I cared more for that role of a beat cop there than for this disgruntled toaster I am voicing. This is the best you are getting."
