I've honestly never heard/or can't remember hearing prime ever saying that line in the '86 movie or in the original cartoons.
When was the line first introduced? The only place I've hear it prior the 07 movie, was on the toy boxes..

Well, Primal said it in Beast Wars after joining with Prime's spark as well. This was the first time Prime actually Spoke the line in anything though.
