Wait a minute, an Order is not a family. It is a group composed by different members, for example, in this case, Vivian's father and Sir Edmund Burton.
Maybe the founder of the order is an ancestor of Sam and Archibald, but it is a different thing.

 

Last surviving memeber of the Witwiccan's can imply a lot of things.

In this case he's probably on about the group - in this case there was a group founded a long time ago. Most of them have probably died of natural causes over the years and he is the only one left of that original group. The group probably stopped recruiting or disbanded leaving Anthony Hopkin's character as the final protector of the secrets - after all, why even bother to keep the history of Transformers a secret when they are openly being discussed nowadays after four prior massive battles.

It's not necessarily a family name and even if it is a family name, it's Witwiccan not Witwicky. You can see that there might be a connection between the two but implying you are the last Witwiccan would not mean you are the last Witwicky. Honestly, it's more likely that the Witwicky name descended from the Witwiccan's probably an off-shoot of the group or family meaning they are not a member of the Witwiccan clan.

 

Some european families in the past centuries tended to change the family name when they went in the USA.
I believe this is the same thing with the Witwiccans.
They founded the Order of the Witwiccans in the 5th or 6th century, to continue the alliance between humanity and the Transformers, in secret, and to be ready for the return of the Knights of Cybertron.
Thousands years after, the Witwiccans left the Great Britain, maybe with the Pilgrims in 1620, arriving in the North America, leaving the other members in the UK (or maybe some of them traveled all over the world, who knows, but if the Order had the mission to hide the Transformers presence on Earth, it is very plausible).

It is a theory, but, with the fact that the Knights of the Round Table used the Witwicky motto "No sacrifice, no victory", I have the great sensation that this Order will have a lot to do with the past movies.
In fact, Burton's castle is full of Transformers history, collected through the centuries and the years.
