He's a repaint of Cybertron Soundwave.

 

i knew it looked like blaster, but i thought it couldn't be blaster since blaster turned into a stereo and had a different style chest plate

 

Yeah, hasbro sometimes like to transform soundwave into blaster for quick money grabs, and sometimes they end up being shelf-warmers.

well you know now he is blaster, he should have 2 guns and a little bird all of those should transform into barrels, i had that toy as my blaster for the longest time and all i can say is its a awsome mold

They could've at least given him a different head sculpt. That just looks a strangely coloured SoundBlaster.

 

I believe there's a third party head for him.

 

Giving new heads to repaints is a lot more common now that it was back when this was released.

if i recall correctly, all of the Voyagers in Universe 2.0 were repaints from other lines (except Inferno, who showed up towards the end)
Deluxes and Ultras were unique molds.
